{"id":846,"date":"2017-02-15T13:32:04","date_gmt":"2017-02-15T11:32:04","guid":{"rendered":"http:\/\/www.houseofeurope.ro\/blog\/?p=846"},"modified":"2017-04-21T16:27:15","modified_gmt":"2017-04-21T14:27:15","slug":"improving-anti-corruption-policies-practices","status":"publish","type":"post","link":"http:\/\/www.houseofeurope.ro\/blog\/improving-anti-corruption-policies-practices\/","title":{"rendered":"Improving Anti-Corruption Policies and Practices in Romania"},"content":{"rendered":"<blockquote><p><strong>~ European Best Practices Transfer Conference &amp; Training Session ~<\/strong><br \/>\n<strong> Bucharest-Romania, 25-27 May 2017<br \/>\n<\/strong><\/p><\/blockquote>\n<p style=\"text-align: center;\"><span style=\"color: #800000;\"><strong>~ \u201dImproving Anti-Corruption Policies and Practices<br \/>\nthrough an active civil society participation\u201d ~<br \/>\n<\/strong><\/span><\/p>\n<p>In Romania, according to the recent <strong>Cooperation and Verification Mechanism<\/strong> reports (European Commission) and of the <strong>Group of States against Corruption<\/strong> reports (GRECO &#8211; Council of Europe), there is a problem with the full compliance of the Romanian legal system regarding an accurate and transparent implementation of governmental and non-governmental projects, especially but not only supported by the EU funds. The Romanian civil society and the young generation feel concerned about the impact of high-level political and administrative corruption. This leads to the need that a deeper focus should be put on the techniques and dissemination of European good practices, mainly in the field of prevention of corruption and education of decision-makers, practitioners and representatives of interest-groups.<\/p>\n<p>Especially in the context of democratic crisis in various Central European societies, this situation implies a <strong>strengthening of the awareness and knowledge process of the target-groups<\/strong> regarding the importance of prevention and of the closer co-operation with more advanced European partners.<\/p>\n<p>From the point of view of civil society, we plan to combine pro-active methods and activities aimed to support an <strong>improvement of the legal\/practical framework of the prevention of corruption<\/strong>, through:<\/p>\n<ul>\n<li>evaluate, explain and communicate the current stage of the process resulting form main international and European reports and studies;<\/li>\n<li>to better understand, compare and implement European best practices in the prevention of corruption;<\/li>\n<li>through suggestions, recommendations and legislative proposals to contribute to an increasing of institutional transparency at all public, business and NGO levels;<\/li>\n<li>on the basis of such best practices, to train and make more aware the representatives of the target-groups.<\/li>\n<\/ul>\n<p>Our initiative is to be launched through an <strong>European Conference<\/strong>, hosted by the Senate of Romania with the kind support of its Vicepresident, <a href=\"http:\/\/senat.ro\/FisaSenator.aspx?ParlamentarID=822363c0-e7c2-4c01-b86f-67bc94f63980\" target=\"_blank\" rel=\"noopener noreferrer\">Mr. Senator Remus Mihai GOTIU<\/a>, followed by an <strong>Integrity and Awareness Raising Training Session<\/strong>.<\/p>\n<p>The event aims to stimulate a needed exchange of views between the main decision-makers in the field of justice, and also to contribute to the adoption of <strong>proposals and recommendations<\/strong> to be forwarded to the European Commission and Parliament, the Superior Council of Magistracy, the Romanian Parliament and Government for supporting the compliance between the practices and standards in the field of rule of law and the full respect of human rights with the other European and USA counterparts.<\/p>\n<p><strong><span style=\"color: #800000;\">REGISTRATION<\/span> &#8211; <a href=\"http:\/\/www.houseofeurope.ro\/Anti-Corruption\/wp-content\/uploads\/2017\/04\/Enrollment-Form-AntiCorruptio.doc\" target=\"_blank\" rel=\"noopener noreferrer\">Enrollment Form<\/a><\/strong><\/p>\n<p>At the <strong>European Conference<\/strong>, we will invite as guests and speakers the representatives of other EUNET organisations, as well as from:<\/p>\n<ul>\n<li>OLAF &#8211; European Commission<\/li>\n<li>GRECO &#8211; Group of States against Corruption of the Council of Europe<\/li>\n<li>European Commission<\/li>\n<li>European Parliament<\/li>\n<li>Senate of Romania<\/li>\n<li>Romanian Ministry of Justice &#8211; Coordinator of the National Anti-Corruption Strategy<\/li>\n<li>National Anti-Corruption Directorate<\/li>\n<li>Fight against Fraud Department<\/li>\n<li>Regional Anti-Corruption Initiative<\/li>\n<li>National Agency for Integrity<\/li>\n<li>OECD National Contact Point &#8211; Romania<\/li>\n<li>Department for Foreign Investment and Public Private Partnership &#8211; Romanian Government<\/li>\n<li>Superior Council of Magistracy<\/li>\n<li>National Institute of Magistracy<\/li>\n<li>Romanian Court of Audit<\/li>\n<li>UK Embassy in Bucharest<\/li>\n<li>Freedom House Foundation<\/li>\n<li>Centre for Legal Resources<\/li>\n<li>Centre for Advanced Research in Management and Applied Ethics<\/li>\n<\/ul>\n<p>The <strong>Training Session<\/strong> is addressed to practitioners in the field of law, experts, civil servants and militants in the anti-corruption field.
